It seems that any items using Lore Stats will NOT negate any overridden damage values set in the mobs configuration. Items that the mob is using are fine, they seem to be taken into account, however raw, base damage does not. When investigating, I would suggest using vanilla items (3/4 Diamond and any Item using Lore Stats). I've been trying and testing it with Darkitect for a while and it seems as if it can easily be replicated. I would also suggest using a MythicMob that has a higher base damage value when testing. This is more specifically a bug report for base damage, but if it does turn out to be an issue, then also look into using an item with modified Damage to see if it has the same outcome.

Any item with any lore stats will work for purpose. I chose a strong item to illustrate what I mean.
