What version of Minecraft are you using? 1.16

What server jar are you using? PaperSpigot

The mobs with custom AI sometimes just stops in front of the player without hitting because they are standing a bit too far away. (You can do this easier if you back just a little bit when the mob is hitting you, till you reach the magical distance). If you hit the mob he will start attacking again and move closer.

Example Configurations
AIGoalSelectors:
- 0 clear
- 1 meleeattack
- 2 gotoparent
AITargetSelectors:
- 0 clear
- 1 attacker
- 2 players

or

AIGoalSelectors:
- 0 clear
- 1 meleeattack

AITargetSelectors:
- 0 clear

- 2 attacker


but i think it happens with any custom ai. Tried with Skeleton, Zombie and Vindicator, with and without weapons
