Update Notes:

• Added sections.yml support: You can now use element and ability groups in mechanics and conditions (e.g. element=fireall, ability=test1).
• All mechanics and conditions that support element or ability can use section names from sections.yml.
• IsOnCooldown now supports multiple abilities and the method argument (or/and).
