Infro_'s Random Spawn Mobs Pack 1.13

- Removed most of the idling of mobs during attacks
- Testing on latest versions

- Random mobs are now 'Persistent' to /mm m killall command. They still can be killed using /mm kill [mob_type]
- Land mobs should spawn much less in water
- Drop tables are now reconfigured and the minimum kill range is 16 blocks. It was made to reduce lags cause by item drops.
